HimBhoomi software is an end result of lots of efforts of both
revenue department and National Informatics Centre, Himachal
Pradesh. The system of land records maintenance in India is very
complicated which makes the software design and development as
complicated. However, due sustained efforts the software has
been developed and caters to the requirements of the revenue
department to a great extent.

requirements thereby enabling its replication
without any resistance from the
revenue staff.

The
HimBhoomi software in Himachal Pradesh has following modules:
Gram Nideshika
This
module helps enter all the revenue administration related
locational codes likes patwar circles, Kanungo circles etc. into
the Census information. This information is regularly updated.
The correlation between the two has made it possible to generate
various query based reports. This information generated is being
used by many departments like Telecom department to lay down the
cables, research institutes for conducting the research on
socio-economic status of the villagers etc.

Master Entry
Module
This
module allows the initial/first time entry of the Shajra Nasb,
Jamabandi. The data entry is ensured in local language that is
Hindi. The user interface is very simple, easy to understand and
operate. Various checks help to ensure the correct data entry.
The module also help to record the errors found in the manual
record and stores this information for correction as per the
manual system of correcting the errors.

HimBhoomi-LaPort
Module
Since
the master data is fed at district headquarter a mechanism to
port this data from district to Tehsil and vice-versa is made
available in this module. The software establishes a connection
between Oracle server on one hand and SQL Server in the other
hand and transfers the data without much of user intervention
except supplying the parameters based upon which the porting is
to be conducted. This module further has two components:
1. Porting
of Data from Oracle 7.0 to SQL Server 2000
2.
Restoring of Data from SQL Server 2000(From district) to SQL
Server 2000(In
Tehsil)
Various
features of the software are:
1. The
data porting takes place from oracle 7.0 to Microsoft SQL Server
2000 two machines are involved. But the software
intelligently connects both the machine in the background
without user intervention and makes the data porting a very easy
job.

and easy to understand with useful messages and help given on
the screen.

Provides various criteria based upon which the data porting can
be performed.
4. Ensures
the data Integrity and avoids the redundancy while porting/
re-porting.

Module
This
module helps to enter various mutations and other changes in the
Jamabandi. The module takes into account the following types of
changes:

Changes Due to Fard Badr(Errata)

Possession Changes From Harvest Inspections
e.
Changes in land types from Harvest inspections
Since
the number and types of mutations are numerous, a mechanism is
evolved and sub-mutation types codes are devised which had not
only made the entry of any type of mutation but also make it
easier for the revenue staff to enter the mutations.
HimBhoomi-ROR (Nakal)
Distribution Module
One
of the main objectives of the land records computerisation is to
provide the Nakal to the general public without any
inconvenience. With the help of the software the information
related to various requests are entered and printouts of RoR are
given instantaneously. The main features of this module are:

the owner if the individual does not know the ownership rights/details.

Complexity
of the Land Record System
Land
record computerization in India has been very difficult. There
are many complexities in the mutation and crop updation process.
To
implement land record computerization a dedicated set of people
with a deep understanding of land records process with minimum
technical background is needed beside there is requirement of
commitment from each official from the level of Patwari to the
senior officer.
Robust
and Simple application
The
Application to handle all the land records processes has to be
simple and robust. The Application should take care of all the
complexities, still should to be simple to use and meet the
requirements of the system. The revenue people are as
traditional as the system of land records administration in
India, hence to make them accept the application can only be
possible when the software takes into account the total
requirements in full.
Retention
of old processes
To
minimize the resistance from the officials’ significant part
old process of mutation should be retained while changing most
of the inefficient process of manual system. Even the
terminology to be used by the revenue official has to be what
they are using actually.
However,
it is better if the government thinks of using some simple
terminology that too in Hindi instead of Urdu/Persian dialect.
